AVG prevents start: degradation users32.dll

Problem?
By performing an AVG scan notes the crucial Windows file user32.dll as a Trojan horse, PSW.banker4.APSA, and the file is removed and placed in quarantine. If users below their computer off, then no more successful startup, the system immediately and hang on a bluescreen.
